Question: When do FSOs complete AARs during their first year?
Answer: AARs need to be written and then reviewed and signed by any supervisor you worked under for 90+ days before you leave that assignment. All AARs for the performance appraisal cycle (April 1 - March 31) must be completed and signed in ePerformance shortly after the end of the cycle (HCTM will publish the exact due date in an Agency Notice the last quarter of the cycle). It is only your PIF that is linked to the one year anniversary of your start date if you join as an FS-05 or lower.
Question: When is 360 Feedback due and how do our supervisors use it during the Performance Cycle?
Answer: 360 Feedback is informal feedback solicited by your supervisor from peers, supervisors, and subordinates. It should be solicited by all of your supervisors and shared with you throughout your assignments. This input informs Quarterly Conversations and at the end of each performance cycle is integrated with the supervisor’s own observations to inform skill assessments and performance reviews.
Question: If I enter as an FS 04, do I need to complete a PIF at the end of my first year?
Answer: FSOs at the FS 04 level are eligible to compete for a promotion to FS 03 after 12 months of service in class 04. This eligibility must be met by the last day of the performance appraisal period (March 31st) of the year in which you are competing. So if you entered USAID before March 31st of the previous year, you may compete for promotion at the end of the performance appraisal period following your onboarding (and must submit a PIF). However, if you entered USAID after March 31st of a given year, you will need to wait until the second March following your onboarding to complete a PIF to compete for promotion.
